I have got the BAM head on to Lainey's Mk4 and I am ready to torque + part-turn the bolts.

I bought Victor Reinz bolts this time, VW previously, and they are both the same manufacturer.
    The Reinz instructions are:
    With 'lightly oiled threads'
    1 - 40Nm
    2 - 60Nm
    3 - + 90deg
    4 - + 90deg

The VW Manual does not state the thread condition and misses out the 60Nm stage.
So. If one uses the VW data, and with dry threads, the initial pre-load, at 40Nm, would be approx 10kN.
At 60Nm, with lightly oiled threads, the pre-load will approx. 21kN.

When I removed the APY head I was surprised how easily the old bolts loosened!
I am sure that the original bolts which I removed last April were tighter!?

So, This time I shall use the Reinz figures.
