Ignition Lock Replacement Part?

    I took the ignition lock body off my 1988 KR engined MK2 Golf in order to change the ignition lock.
    The lock body was firmly attached to the steering column and at the last minute it all came off "in a bit of a rush"!
    The result is that I am not sure of the order to refit this part.
    VW Heritage describe it as a "Steering Column Shaft Top Bush"
    At the moment the only way I have managed to put everything back together involves omitting this part...but then the horn doesn't work!

    Where does it fit?

    Ignore the above post.
    I found how it fitted in an exploded parts diagram. Initially I thought it was wrong because the spring on the steering column was difficult to compress, but I found a way round it. All back to normal.
    Why this part should affect the horn's function is a puzzler...
