Mk1 GTi 1.6 engine prefix EG

Very slow to start when cold.
    When warmed up no problem

    Have found the following:
    1. The Cold start injector has been checked and is good.

    2. When the engine in cranking there was no voltage to the cold start injector.
    3. Checked the wiring and initially found that when the engine was cranking there was no voltage between the red/black and white/green wires
    4. Ran the test meter from the red/black wire and an engine earth and there is 10/11 volts to the red/black positive wire when the engine is cranking.
    4. There is high pressure fuel to the injector.
    5. The white/green wire (earth) does not run to earth when engine cranking so the cold start valve is not triggered.
    6. Have followed the white/green wire back to the fuse box and it joins the white/green wire from the thermotime switch through a connector.

Where should I start looking for the problem?
    Any help very much appreciated
    Thank you

next check is unplug the thermotime switch and stuff an earthed wire into the green/white pin. If you then see 12v when cranking across the cold start valve plug then you know all the wiring is good. That means either your thermotime valve needs replacing or the earth path thru the valve to the block is poor
