Having taken the pedal box out etc etc today I can’t remember where this bit went and if it needs to go back? Any clues? Here perhaps? But I can’t remember what swivelled on it.
it goes in the circle like you thought originally, but you also need a bush which the fork thing at the bottom of the column tube then pushes onto if the column is still fitted, put the pedal box in first then fit bush to fork, then finally thread the bolt thru
