We're just testing a few ideas. Nithing to worry about.

5 star = Admin/mod (admin logo or Mod logo)
4 star = Paid up CGTI members (with diferent text for regional hosts) (VIP LOGO)
1-3 star = Forum members
0 star = new forum members (cannot post adverts)

Possibly. But that may change if we cannot implement it properly.
