When the water level registers low, it'll keep flashing until you turn the ignition off and on - even if you topped up the water in the meantime. If you didn't top it up, it was probably the expansion of the water as it heated, that meant it didn't flash after you re-started. If it's that, it'll flash again tomorrow!
