Harness mounting points and rollcage cross bars

i was supprised to hear the scut say that about harness bars, i personally thought that it was the best possible place to have your harnesses, after a chat at a sprint and him looking over my subaru, i came away all confused but decided to keep them floor mounted as he is the usual scrut in the events i do, he also advised me to cross them over.
