Your both right... A speed `limit` sign on a yellow background is merely a guideline as to maximum speed. So said the guy who marked my Theory test paper and deducted a point for my `Maximum speed` answer to that very question My, `It`s not the wrong answer is it? Merely a `right-side failure`` cut no mustard with him... Nowhere in any official documentation can I find confirmation of this though. Only that if a yellow background is used it`ll only be deemed legal if it is rectangular. No reason is given as to why a yellow background would be used...

That Seat kitcar sounded good coming towards the corner (must have had a mile or so to get up to those revs what with 16v lack of torque). Coming out of the corner was a different story though....gutless! A few quid difference in the budget between the Seat and the "tones and hillclimber " cars too I would imagine. its been annoying me where i found that information, i think it was in golf+ or PVW when they had that green mk1 berg cup car in they mentioned they use the hayabusa head and ignition system. i may stand corrected on where i found the information but it does make sense for a 1300cc bike head to be on a 1300cc car block and thats where the revs come from, must be cheaper then trying to build a car head to do that kind of rpm.
