looks to me like a brand new inletmanifold to cylinder head water seal, i know 100% that they are on carb'd models, but not too sure about gti's. you found it in a head set?

    Dono does know!
It is indeed the carb inlet manifold to cylinder head water way seal. This allows water to flow from the head to the inlet manifold to help fuel vapourisation and prevent carb icing to a certain extent.
GTI heads do not use this.

No injector holes to blank off or interrupt flow when using sidedraught carbs. (a real proper engine)

1/4 NPT plug blank to block off water hole.

If you haven't re-assembled yet, it may be well worth your while poking a hose up the coolant inlet of the manifold and checking that it flows nicely out of the outlet pipe. It has been known for bits of the 'sleeve' part of that o-ring and/or other debris to block up the coolant passages within the manifold.

    :)
